I don't really know how long you have been living in China or your experience of living in China. But Chinese Bureaucracy works throughout their local governments and Beijing is the central just like considering a tree up in Beijing having roots all over China. Although, the tree gets water, fertilizer by the roots but the birds sitting on that tree, enjoying the fruits don't care that roots are bitten by the worms. Here is an example, I couldn't receive a letter by courier service in Tianshui, Gansu, China from Bangladesh Embassy cause it was for the police station. As a result, the letter bounced back to the Embassy and I paid 44RMB to the Embassy (sending fee+return).
Beijing Bangladesh Embassy and Beijing Central Government don't care about this kind of Dirty Bureaucracy in China. What might be the eventual outcome of the tree if worms keep on biting the roots?
